According to an advertisement by the Immigration department in Pakistan, tourists groups of 10 or more tourists who have booked a tour thru a licensed tour operator in Pakistan like Travel & Culture Services will be given visa upon arrival.
The advert says that tourists are our assents and we welcome them to visit the heritage and culture of Pakistan.
